SFD no doubt started as a lock down of configuration modification as VAG, and other manufacturers, were eyeing microtransactions for vehicle functions. In the past, the vehicle was built with X, and after that, if you wanted Y, you just had to retrofit it. Now, oh you want superfluous show off feature Z for that VIN, that'll be some cost for the unlock privilege. That model doesn't work if people can just mod the vehicle config themselves. We see exactly this basis with the B9 Q5 hitch kit, where the SVM doesn't do you much good if you don't have the activation PIN that comes with the purchase. This is all about securing the new nickle and dime revenue stream.

VAG definitely working the money grab benefit of all this for themselves.
For OBDeleven, it's not much of a change, mandating the PRO annual subscription, since you needed that anyway to access any modification functions. But for VCDS ecosystem, it's pure scam. Per incident payment just to replace your battery, or reset the inspection reminder? Remains to see what Ross-Tech works out, but it's clear AoA is not attempting to be helpful to US VAG owners whatsoever here.

As for is MY24 implementing "VAG SFD phase 2", or "VAG SFD2", or just "VAG SFD running change", who knows. It would seem odd for OBDeleven to have an inked contract over SFD with VAG and then that stops working for MY24. It was interesting that in the parts catalog, for the latest rev of the Q5 hitch accessory, there was a comment "but we can't do any activations until after mid August". So just more "a car company trying to masquerade as an IT company", what could go wrong.
