Belt is replace if damaged. Most people replace it if they are in there since you'll do that maybe one time ever. The bolt on the other hand must be replaced every time.
Workshop manual makes clear you have to counter hold the crank vibration damper to keep the crank from turning over.
You should have the workshop manuals if you're doing this level of work. At the very least, open it on cardiagn.com and know the proper process as a starting basis. This is in engine mechanical - CAEB.

probably lower cost Chinese knock offs out there that will be good enough, but $60 is hardly significant.
Also, the bolt head is recessed, you'll need a 12mm wrench with a lip. You'll get the idea from the official tool for the task (an insert to an adjustable head torque wrench):
