Is this a waterpump failure?

Is this a water pump failure? The pulley is shaking and I found some liquid leaking as well. Its brown in color - can't tell if its oil or coolant

The pulley shaking like that is not normal, either the bolts are loose or the water pump start to fail. The leak form the water pump should be pinkish or orangish when contaminated with oil or dirt.

Thanks, yeah I'm gonna replace the water pump. The liquid is definitely more of a dark orange color - it looked brown when I looked at it at dark last night.
