Torque spec for idler pulley?

I'm replacing a worn idler pulley (picture) and I struggle to find the torque spec for this sucker.
Does anybody have it?

I think 23 Nm is for the tensioner. The idler has a plastic spacer on it so I think 23 Nm is too much.
