legally speaking, Dealership shouldnt disclose the old owner information. They might get sued for invasion of confidentiality. Legal way is to go to DMV, they will give you a form to fill out(its a form to request previous owner information). Once its filled, they will mail that form to that old owner on their record and if he/she agrees to disclose information, DMV will provide the info. This is about a month long process.
there is a way around it though!
Download this app, Car care from apple store. Give your Vin number or liscense plate number to it. It will show all the service records for that car(its free so dont worry about cost. It an app from carfax). Once you see service records, mileage, location they were performed and date, Call that dealer and tell them that you need timing belts service done(just so that you would get their attention and they would be interested in helping you. tell them that before scheduling the appointment, you need to see all the receipts of services performed on the car as you dont have track of it) and ask them to email all the receipts(Flirt with the service advisor if possible).
