Which Audis have them? Was it something on the build sheet? I've seen base model A3/A4's with them, but my top of the chain RS5 doesn't have them. I know some people either love or hate them, but I do think they look pretty cool. And if you don't have them, is it hard to upgrade without changing out the entire light housing? Dynamic sweeping turn signals can be had everywhere...
For pre-facelift A4/A5 B9 models the headlights were matrix and not sold/fitted to cars in North America. There are complete retrofit kits available so you can add the matrix headlight functionality plus the sweeping turn signals up front:

As for taillights, the North American models unfortunately have the brake light blinking normally with the dynamic turn signal due to regulations on brightness. This is somewhat unsightly and some argue less safe since everything is red. In the rest of the world the dynamic turn signal is orange and separated from the brake light. There are loads of options for fitting these now, standard taillights, blackline taillights and now post-facelift taillights (these have neat little animations):

The mirror mounted turn signals are an aftermarket addition that is made by Osram to match the dynamic turn signals up front and/or the rear.
