So my brother wants to buy a used 2016 Audi A4 b8.5 progressive. It has 42000km currently. The vehicle is a lease return. I was wondering does MY2016 have any major problems or any at all?

It’s the last model year, most issues resolved, but timing chains still don’t last forever. Quick search will answer all your Q

How much miles/km does timing chain last or will need replacement? I can’t find any problems for the 2016MY. Only for previous years with burning oil etc

2016 is good. Timing chain tensioner usually lasts from 80,000 to 120000 miles. The chain itself isn't the problem. It's the wear on the tensioner guides that it runs against. But reliability is excellent.
Also because it was a lease, it's had routine oil changes. If the price is good, then id say go for it.

What kind of maintenance can we expect for this vehicle considering the mileage? Is burning oil fixed in this MY?

Normal maintenance, but general consensus is get the oil changed twice as often as the manual states. Every oil opinion is different, but more frequent changes will extend the life of everything.

At the end of the day a 10k internal for a 5qt sump with a turbo DI engine is too long. The oil boils off due to the turbo heat.

German cars undoubtedly require a lot of maintenance. Its not a Honda.
But 2016 you are a going to have lots of good driving years. If you are thinking of keeping it 100k plus then it may be a concern.
