Cobalt's are supercharged from the factory, not turbo.
Early ones were SC the latter and better ones used the outstanding 2.0l Turbo from the Solstice GXP and other variants. IIRC 2008 was the first year for the turbo in them. They respond extremely well to Bolt on mods and tunes.
Their stock rev limit is about 6200 rpm. IIRC the turbo is a k04-based model that pushes up to about 21 psi on a stock tune (depending on ambient conditions) but some tuned cars are spiking to the upper 20's, although it can't hold it to redline. It's built for a strong low end, so its out of breath at the higher rpm's.
I've seen them on stock turbos, stock map sensors with an intake get dialed in at 320/340 wheel horsepower. Here's the dyno from it. Swap out the turbo for one that can not burn up with more boost, retune it and 400+hp is not hard to hit.
