Couple times I needed to remove it, 19mm long pattern wrench did the trick for me.

In the X many years I've owned my B6 it's always been a lot easier to remove the belt than to put it back on. The belt will bend off of the wrench and then the 19mm will slip off of the tensioner and then I need to fish it out of the belly pan and start all over again.

Either remove the belly pan and do this over and over again or just use the VAG tool.
