Audi has locked us out of this. It's in the ABS module, but VCDS can't read that module. You'll get an error when trying to access it. Blows chunks. I hate it. The only times I've stalled my A4 is when the hill start assist kicks in when I don't expect it. I've learned to live with it by using the "manual" hill hold assist.
That's right MANUAL hill hold! Turns out that when you engage the electronic emergency break at a stop light, you can easily disable it by slowly easing off of the clutch (assuming you have your seatbelt on). The electronic break is IMMEADIATELY disabled once you get going. This is in stark contrast to the normal hill start assist feature which keeps the brakes on for WAY too long. The best thing is that engaging the e-brake prevents the hill start assist feature from ever being activated.
So WHY can you perform a smooth roll off with the E-brake hill hold assist and not with the automatic hill start assist? Well, when you use the ebrake, only the rear wheels/tires get locked by the e-brake mechanism. When the automatic hill start assist is engaged, it locks ALL FOUR wheels and tires using the calipers. My guess is that the calipers are a bit grippier, and therefore a little more tenacious in clapping down the discs. That's just a guess. The reality is that it doesn't matter WHY one works better than the other. What's important is that you have an alternative: wear your seatbelt, and engage the ebrake when stopping on a hill.
I've gotten used to doing this now, and it's become second nature. Stoplight, ebrake, green light, roll off smoothly. I do it every time I stop at a hill, or park at ah hill. Yes, it's annoying to have to do this, but I haven't found a better solution so far. Good luck!
