OK, as I look at your picture again I agree even more, you can see the oil filter housing in the top right corner, I was confused by the orientation. I had to replace my PCV not long ago. That hose you have the clamp circled in red for is simply a hose, there is no valve inside, everything like that is within that plastic piece, the PCV, which is separate. I'm not sure if you had to remove your manifold or throttle body for that picture, but I would recommend removing your throttle body and the throttle body hose in order to get good access to the hose you are having the issue with for reasons I'll explain below. Plus those two things take a few seconds to remove.
I'm just going to say be very careful pulling that hose off the PCV once you get the hose clamp off, I recommend using needle nose pliers to push the two clamp ends together enough to slide it up the tube towards the manifold end and off the PCV, then try pulling it off. When you put the new hose on, just use a re-useable clamp. Everything is likely to be brittle, so be careful not to snap off the elbow that goes down into the oil filter housing when you're pulling on everything. Looks like you, or someone, has been in there before though since those reusable hose clamps are not what is normally on those connections. If you have trouble, use the link I sent you above in the second post, as well as searching for DIY's for fuel rail and throttle body removal if you decide to take out the PCV and the hoses connected to it as one unit, then take it apart to replace that one hose, but I think you should be able to get your hands in there far enough for that one hose. I'd be trying to hold the PCV steady with one hand, while pulling and rotating your problem hose to break the seal and get it off. I had everything out when I did mine and it was still difficult to remove. As was stated above though, just use a similar diameter hose of some sort.
