When found in a 2004 VW Golf, Jetta, or New Beetle with 1.9l TDI-PD (BEW), check for TSB 2010461 (01-07-45 formerly 97-05-03) or 201463 (01-07-44 formerly 97-05-04) calling for a flash update to the ECU and a secondary ground installation.

So what does your ground look like?

Possible causes of OBD code P0321
    - Loose wires/connectors - Faulty Crank Position Sensors - Arcing secondary ignition components (coil, wires and plugs) - Low battery charge - Powertrain Control Module (PCM) The Error code is generally activated on detection of the following conditions: The P0321 code is triggered when the signal is out of range.
    Possible Solutions
    - Resecure loose wire or connectors - If battery charge is low, recharge or replaced battery - Replaced crank position sensor - Replaced starter motor

Start with the one on the valve cover but check the engine ground.

Does your car have an immobilizer? because someone with a similar sounding problem resolved it by unplugging his battery for 3 hours and plugging back in, leaving key on for 15 minutes to reset. My 01 allroad has an immobilizer, but I'm not sure what year your car is

How likely is it to blow two CPS/speed sensors? still getting code p0321 but both sensors were used and sat outside.

I don't think it's likely to "blow" an engine speed sensor. They pretty much just stop working - no dramatic explosions.

If you are getting spark, the sensor is working. Are the plugs all wet? Maybe it's just flooded out now.

Deffinetly doubt that as i have tried to start it for the past 4 days and the pistons looked dry when i checked for spark this am. Not really sure where to go from here as i have checked all my grounds. Spark plugs are new. Everything was working when i rebuilt the motor except the rod i snapped in half.

So you have spark, but no fuel delivery then? You need to figure out what you are missing here.

Maybe your injectors aren't spraying. Are the plugs wet after cranking it a bit? If not, see if you have 12V supply to the injectors during cranking (black/blue wire). That wire is powered via fuse #32.

All fuses are good im wondering if i might have swapped my fuel lines but that still doesnt explain code p0321. The plugs were not wet so ill check that also thanks again everyone for your help.

Sounds like you need to get some fuel to go into your engine somehow. Check for injector pulse (LED type test light across one of the injector connectors). Check fuel pressure at the rail, etc.

No, zero North American B5's had immobilizers from the factory. Some aftermarket programming (tunes) include a "security lock out" which consists of a code to unlock it, but it is not programmed for a RF chip in the key as the word "immobilizer" usually implies.
