Sad but true.... Current NYS Tint Law is 70% front side/rear side and there is no limit for the rear window.
Unfortunately 70% tint is factory tint (clear) on most vehicles so 70% ultimately means, no tint is allowed on any window except for the rear window.
What doesn't make any sense to me is that a lot of vehicles come from the factory with the rear side/rear back windows already tinted 25%-35% but nobody really gets bothered unless they have the front windows tinted.
I live in a very small college town (3500 Full Time Residents / 2500 College Students) and I have been pulled over 3 times for tint and 2 times for no front plate all with in a 2 week period. Needless to say, I put my front plate back on and removed the tint from the front windows.
The police in my town have very little to "protect and serve" when college is not in session, so they prey on the local people to make up for college students not being around.
I have a friend who is works in the NYPD and he has told me that 90% of the cars he pulls over in the city either have window tint and/or have 12000K HID kits

. Out of that 90%, about 75% of them have suspended licenses, a shitload of unpaid parking tickets, drugs/alcohol or warrants.
So pretty much, it's a hit or miss thing. Like most have already said, it all depends on the officer.
BTW, I have no tint on my Audi because I really don't want to be bothered by the local police.
