I've done this before, really easy. Tools needed: heat gun, 2" dowel (I used to the handle extension off my floor jack), floor jack, and a little time. Raise the car and expand the suspension enough to get the dowel between the tire and the fender, heat the fender (don't get the gun too close to the paint, you want to heat it evenly to prevent the paint from cracking), lower the car ever so slowly until the dowel is pinched between the tire and fender. "Roll" the dowel one section at a time, continuing to heat, until you complete the entire wheel well. I rolled the fenders on my buddy's Jetta a few weeks ago, this works like a charm.

i used an eastwood fender roller and a heatgun. took me about an hour each side. i rolled and slightly pulled the arches. its noticable in the fact that i can now tuck the front wheels and dont rub. i also ditched the front fender liners completely

since this picture the fender tucks the front slightly and also the "bend" on the bottom of the fender has been fixed. i have also notched out the bay for upper arm clearance

It really depends on how aggressive you get with the roller. With the Eastwood fender roller it is very easy to choose precisely how much of a roll/pull you go with. If you do do it yourself, remember to adjust the angle of the roller piece and do so equally for both sides, as angle will determine whether the fenders end up with a pull (slightly pulled out) or flare (curved out, rather than strictly pulled out).
