    No.

If you are driving it at full boost and all it does is make a "whistling" noise, it's NOT blown. If it was literally blown, you'd know, either by the airshow stunt-plane-quality smoke cloud behind you, or the screaming, screeching, wailing turbo under the hood.

I was on YouTube, searching about blown turbo and it sounds the same. But I'm still boost 20 psi. Any idea what it could be? I would appreciate any feedbacks.

Your turbo is not blown YET. It is still spinning but its journal bearing is already damaged and getting worse. Your turbo wheels are no longer being held in place since the bearing is wobbly and once you step on gas they spin up and start grinding against turbo housing. This is the dentist drill sound you hear.

Once you grind enough material off to allow the bearing to go off axis more than certain threshold amount, the seals crack and you start pumping oil at several bars of pressure into your hot exhaust and the smoke screen effect gives you last final clue that the turbo is really a toast.

haha it really is, but its true- thats what happens. when u see the brass bearing, it really is amazing that journal bearings are just a hole that slowly loses its tolerance

I had a blown K04 and was still making 18psi. You could hear the turbo lady screamin.

I also have a 2000 tdi and the turbo is blown yet still holds boost. Upon removal there is lots of axial play in the turbos shaft yet radially there is not much movement at all. So it holds boost for the time being but the seal(s) is toast and dumping large amounts of oil into the intake.

It really just depends on what kind of "blown" we're talking about here. Are we talking about blown seals, causing smoking, or a blown compressor wheel? If the impeller/compressor wheels or shaft are blown, then you'll make no boost. If the seals are leaking or have excess tolerances and the car smokes like a banshee, then it can still make boost, but the turbo is on its way out very quickly.
