The guy you talked to is an idiot...they're not illegal. However, I have experienced similar idiocy at a Sullivan tire. I was driving a Jetta GLI at the time and it had spacers on it. I went to Sullivan tire to get new tires mounted and balanced. The tech's had no clue what to do with the spacers...how to get them off, how they went back on, nothing. Ridiculous. How can you be in the tire/wheel industry and not know anything about wheel spacers?
Anyway...you don't need a shop to install them. As long as you get hub-centric spacers and the correct length bolts with the correct seat (cone or ball), you can install them in your driveway yourself. All they are is a block of aluminum with holes.
Take the wheel off, put the spacer on (tap into place with a rubber mallet so it's fully seated to the hub), put the wheel back on with the longer bolts.
One important piece of advice: PUT A THIN LAYER OF ANTI-SEIZE ON THE WHEEL HUB BEFORE YOU MOUNT THE SPACER TO THE HUB! Trust me...WAY easier than using a torch, flat head screw driver and hammer if you need to take them off.
