A3 PZEV? what does it mean?

hey i'm in california and i'm looking at this dealer's site - Circle Audi - and a bunch of their new A3's say it's PZEV...what is that???

Partially Zero Emission Vehicle.

These cars are Super Ultra Low Emission Vehicles. (SULEVs)

In order to qualify as a PZEV, a vehicle must meet the SULEV standard and, in addition, have zero evaporative emissions from its fuel system plus an extended (15-year/150,000-mile) warranty on its emission-control components, which incidentally covers the propulsion electrical components of a hybrid electric vehicle.

how is the 2.0t SULEV?? even before the APR flash, my car tail pipes were completely black... our cars run rich and burn oil... lol
