Do not sand. That will ruin the tail lights.
I've done 4 sets now and i've gotten pretty good at it. Just wash them with warm water and soap, dry them off completely and then do one really light coat first.
Then wait for a while so that one coat dries completely, even though i know you may be anxious to do more quickly. But if you wait for that first coat (about 30-45 minutes should be enough) it eliminates some of the slickness of the plastic tail light so the nite shades won't run as easily and each additional coat will go on darker. So it conserves the paint as well. And i found it easy to ALWAYS spray on something first, before each coat, before you go to spray on the tail lights because the first spray even between coats comes out runny, so it gets a nicer spray pattern by doing that. So i spray just to the side first to get rid of the runny spray then i spray from like 6" back full across back and forth and working my way upwards until the tail light is covered. If you allow enough time between coats to dry they will actually dry glossy as well instead of looking like spray too. But be careful because if you spray too much this stuff runs really easily.
