Failed Integrated Engineering flash tune, car won't start and fans come on high when I turn to ignition to try flashing again. IE has not been very helpful, just told me to keep re-trying. Any ideas?

Have you tried disconnecting the battery?
Otherwise, you can get another ECU for $30-$40 on ebay.

Battery voltage got too low and stopped your flash most likely.
You can hookup a proper battery supply (not just a charger) and see if it will let you flash it then.
If that fails, bootmode recovery or used ecu adpated or immo off are your solutions.
If you need help recovering or dealing with a used ecu let me know, i can do the immo data transfer or immo delete.
