Picture upload feature not working

I've tried to upload several >200kps JPG pictures onto my gallery and I keep getting two messages"Unable to move file [C:\PHP\uploadtemp\php2A5.tmp] [C:/Inetpub/wwwroot/audizine/gallery/uploads/2702/boostplot.jpg] " and "Warning: move_uploaded_file(): Unable to move 'C:\PHP\uploadtemp\php2A5.tmp' to 'C:/Inetpub/wwwroot/audizine/gallery/uploads/2702/boostplot.jpg' in C:\Inetpub\wwwroot\audizine\gallery\image-inc.php on line 34"

IS the "upload photo" feature not working properly or is there something I should do to modify the photos?

Is it still down? I'm getting the following message when trying to upload pics

"C:/Inetpub/wwwroot/audizine/gallery/uploads/871: Error creating directory (check permissions). Please notify the System Administrator."
